Within each of the presented levels of the PMPK system, it is possible to recommend the creation of professional associations organized according to the principle of methodological associations. The management of such professional associations can be carried out by a methodologist (specialist) of the education department, who oversees the activities of the PMP-councils of educational institutions and PMPK and organizes their interaction on the basis of partnership agreements.

The methodologist of the department of education of the corresponding level (municipal, regional) is the link in the organization of effective interaction of structural units of each of the levels. For example, the methodologist of the city education department plans, organizes and controls the interaction of the city PMPK with the municipal PMPK (in large cities), the interaction of the city PMPK with the PMP-concilia of educational institutions of the city (in small towns); the methodologist of the regional department of education, respectively, performs the same functions in relation to the regional and municipal PMPK. The issues of planning the activities of such professional associations and drawing up partnership agreements are resolved by the methodologist together with representatives of the relevant structural units of the PMPK system. It is possible that the curator of the activities of the PMPK system from the department of education should implement its functions in close cooperation with the methodologist-psychologist of the department of education. Thus, organizational and methodological issues can be resolved most effectively and professionally.

The regional PMPK is the main one in relation to the municipal (city and district) PMPK and, through the municipal PMPK, in relation to the PMP-conciliums of educational institutions in the region in matters of methodological support for their activities. Control over the activities of the (R)PMPC is assigned to the head of the education department of the regional administration. Control over the activities of municipal (city, district) PMPK is assigned to the heads of the relevant municipal departments of education.

Thus, educational authorities can be recommended to create a PMPK at the regional and municipal levels as a structural unit of an educational institution for children in need of psychological, pedagogical and medical and social assistance (PPMS center) or as a PPMS center (diagnostics and counseling), profiled to perform the functions of the PMPK.


In the Oryol region, the regional (regional) PMPK is a structural subdivision of the regional center for socio-psychological and pedagogical assistance to children, parents, and teachers. This and other centers in the region were created in accordance with the “Model Regulations on an Educational Institution for Children in Need of Psychological, Pedagogical and Medical and Social Assistance”, approved by Decree of the Government of the Russian Federation of July 31, 1998 No. 867.

Most centers of this kind, both in Orlovsky and in other regions, have extremely heterogeneous names, which often do not fully correspond to the above Model Regulation and make it difficult for the population to orient the population in the areas of activity and functions of these educational institutions. In the scientific literature and regulatory legal acts, these institutions are called “PPMS-centers” (centers of psychological, pedagogical and medical and social assistance).

All regions may be advised to consider bringing the names of the centers in line with the common name. All clarifications of the narrower specialization of the PPMS Center (as indicated in P. I, paragraph 1, paragraph 2 of the Model Regulations), depending on local and regional characteristics, must be reflected in the Charter of the institution. At the same time, it must be remembered that in fact, in the Model Regulation we are considering, 5 subspecies of PPMS centers are mentioned: 1) diagnostics and counseling; 2) psychological, medical and social support; 3) psychological and pedagogical rehabilitation and correction; 4 ) social and labor adaptation and career guidance; 5 ) curative pedagogy and differentiated learning. And although this Model Regulation, along with the listed centers, assumes the existence of “other centers”, their creation can be legally justified only if additions are made, and possibly amendments are made to the Decree of the Government of the Russian Federation dated July 31, 1998 No. 867 “On approval of the Model Regulation on an educational institution for children in need of psychological, pedagogical and medical and social assistance.

The creation of a PMPK as a structural subdivision of the PPMS center is difficult in those regions and municipalities where, for various reasons, PPMS centers do not exist. In these cases, it can be recommended to initially create a PPMS center (diagnostics and counseling), profiled to perform the functions of a PMPC, that is, actually consisting of one structural unit, with the prospect of further development and expansion of the PPMS center, about which to make appropriate entries in the Charter of the institution.

On the example of the Oryol region, one can observe that some PMPKs are created as structural subdivisions of education departments. The same picture is observed in other regions of Russia. This legal form was born from the former Model IPC Provisions, including the 1976 provision. As noted above, at the stage of existence of the commissions as temporary gathering bodies to solve relevant tasks, as the need arose, the IPC (and some current PMPKs) were organized under the education departments. As the need for permanent PMPKs increased, they began to be created as structural subdivisions of education departments. With the advent of PPMS centers, as we noted above, many PMPKs became structural subdivisions of these centers.

The heterogeneity of the forms of existence of the PMPK indicates that psychological, medical and pedagogical assistance in the education system, including the PMPK, is in the development stage . However, the gradual transition to the use of PPMS centers as host institutions for PMPK proposed in our guide is not an accidental choice. The conditions of the PPMS Center are optimal for the implementation of the goals and objectives of the PMPK, allow you to create diagnostic groups and classes directly at the PMPK, to solve in these groups and classes not only diagnostic issues, but also the development of the most effective recommendations.

Being a structural subdivision of the PPMS Center or a PPMS Center (diagnostics and counseling), profiled to perform the functions of the PMPC, the PMPC can use the seal of the PPMS Center in its documents, as a completely legal institution. To confirm the fact of issuing a PMPK document, it is recommended to use the PMPK corner stamp.


Appeal initiator

The initiators of the appeal to the PMPK can be parents (legal representatives) and, with the consent of the parents (legal representatives), employees of institutions and departments cooperating with the PMPK who have found indications for sending the child to the PMPK.

In real practice, the initiators of applying to the PMPK are employees of educational institutions more often than others. This is not surprising, since most children spend a significant part of their time in educational institutions.

In an educational institution, any employee (both specialists directly working with children and service personnel) should be informed about the possibility of contacting the chairman of the PHC-consilium or directly to the director of the educational institution about the so-called problem children or children at risk. Such an appeal only involves bringing the relevant information to the attention of the above-mentioned competent persons, but in no case does it allow discussion of the child’s problem with him, accusations against him, other arguments that can cause trauma to the child’s psyche.

Before the issue of sending the child to the PMPK is resolved, the child is observed by the specialists of the PMP-consilium, who, only with the consent of the parents, can conduct appropriate special examinations (psychological, defectological, speech therapy, medical and others, depending on the educational specialist institutions).

It is possible for children and adolescents themselves to apply to any of the structures of the PMPK system. To do this, specialists of these structures, within the framework of educational activities, should convey to children and adolescents information about the existence of PMPK and PMP-conciliums of educational institutions and about the services that they can provide to children and adolescents. This information must be presented in a form accessible to children’s perception and understanding, necessarily informing about the confidentiality (non-disclosure of secrets) of the reception. Children and adolescents should be informed that the most accessible way for them is to apply to the PHC-council of the educational institution in which they are trained and brought up. However, if for whatever reason they do not want to discover their problem directly in an educational institution, it is possible to contact the PMPK at any level. Self-appeal to the PMPK is possible from the age of 12, which does not exclude the admission of children and younger children with a full guarantee of respect and protection of their rights.
