On the organization of the work of camps with daytime stay of children in a remote format

RECOMMENDATIONS

These Guidelines have been developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation” (Collected Legislation of the Russian Federation, 2012, No. 53, Art. 7598; 2020, No. 9, Art. 1137), The procedure for the use by organizations engaged in educational activities of e-learning, distance learning technologies in the implementation of educational programs, approved by order of the Ministry of Education and Science of the Russian Federation of August 23, 2017 No. 816 (registered by the Ministry of Justice of the Russian Federation on September 18, 2017, registration No. 48226 ), by order of the Ministry of Education of the Russian Federation dated November 9, 2018 No. 196 “On approval of the Procedure for organizing and implementing educational activities for additional general educational programs”, SanPiN 2.4.2.2821-10 “Sanitary and epidemiological requirements for the conditions and organization of education in general educational institutions”, Mino order of the formation of the Russian Federation dated July 13, 2001 No. 2688 (ed. dated 06/28/2002 No. 2479) “On approval of the Procedure for conducting shifts of specialized camps, day camps, labor and recreation camps”, SanPin 2.2.2 / 2.4.1340-03 “Hygienic requirements for personal electronic computers and organization of work ”, Guidelines for the rational organization of classes using e-learning and distance learning technologies (prepared by Bezrukikh M.M., Academician of the Russian Academy of Education, Doctor of Biological Sciences, Professor; Makarova L.V., Candidate of Medical Sciences, Head of the Laboratory of Physiology hygienic research in education; Paranicheva T.M., Candidate of Biological Sciences, Leading Researcher, Laboratory of Physiological and Hygienic Research in Education, Moscow, 2020), Recommendations on the organization of the work of children’s recreation organizations and their rehabilitation in the context of continued risks of spread COVID-19. MP 3.1/2.4. O-185 -20 (developed by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare).

In accordance with Article 28 of the Federal Law of December 29, 2012 No. 273-FZ (as amended on April 24, 2020) “On Education in the Russian Federation”, an educational organization has autonomy, which means independence in the implementation of educational, scientific, administrative, financial and economic activities, development and adoption of local regulations in accordance with this Federal Law, other regulatory legal acts of the Russian Federation and the charter of the educational organization.

1. The recommendations were developed in order to provide methodological assistance in the implementation of the program, the children’s health camp with day stay (hereinafter referred to as the Program) in an educational organization using distance learning technologies during the period of temporary restrictions associated with the epidemiological situation.

1. The change of a camp with a day stay is understood as a form of recreational and educational activities during the vacation period with students of general educational institutions and educational institutions of additional education for children with the stay of students in the daytime and the obligatory organization of their meals.

2. The organizer of the change of organization (institution) of recreation and health improvement of children and adolescents may be the executive authorities of the constituent entities of the Russian Federation that manage education, youth affairs, as well as educational institutions, clubs at the place of residence, children’s and youth associations, other interested organizations, the statutory documents of which allow organizing a similar type of activity with students, pupils.

2.1. The organizer of the change of the organization (institution) of recreation and rehabilitation of children and adolescents shall be responsible in accordance with the procedure established by the legislation of the Russian Federation for:

– ensuring the life of a specialized shift of the organization (institution) of recreation and rehabilitation of children and adolescents;

– creation of conditions that ensure the life and health of students, pupils and employees;

– the quality of the implemented programs of activity of the specialized shift of the organization (institution);

– compliance of forms, methods and means during the shift with the age, interests and needs of students, pupils;

– observance of the rights and freedoms of students, pupils and employees of the shift of the organization (institution) of recreation and rehabilitation of children and adolescents.

2.2. A change of organization (institution) is carried out for children 7-14 years old for the period of summer vacation by the decision of the organizer of the change in agreement with the management of the institution (organization) on the basis of which the change of institution is carried out.

The program of the content of the activities of the shift of the organization (institution) must correspond to the age characteristics of the participants in the shift.

2.3. The main goals and objectives of the work of the teaching staff during the shift:

– creation of the necessary conditions for the improvement, recreation and rational use of vacation time for students, pupils, the formation of their common culture and healthy lifestyle skills;

– creation of maximum conditions for the rapid adaptation of students, pupils, taking into account age characteristics.

2.4. The duration of the remote shift will be 21 calendar days, including weekends and holidays, for a total of 18 working days. The duration of the camp change is determined by the relevant Sanitary and Epidemiological Rules. Changing the duration of the camp change is allowed in agreement with the territorial centers of the state sanitary and epidemiological supervision.

3. The program is aimed at educating and socializing students and is implemented by educational organizations taking into account the needs and interests of students and their parents (legal representatives), including with the involvement of resources from other organizations and the use of a network form of interaction.

4. When implementing a program using distance learning technologies, educational organizations can organize the activities of students using:

4.1.1. educational technologies (master classes, developmental classes, consultations, trainings, thematic class hours, conferences and other events held in real time using telecommunication systems);

4.1.2. e-learning opportunities (formation of collections of educational, educational and developmental materials, online simulators presented on the website of the Ministry of Education of the Russian Federation at https://edu.gov.ru/distance);

4.1.3. free Internet resources, sites of cultural and sports institutions that opened broadcasts of performances, concerts, master classes, as well as organizations that provided access to museum, literary, archival funds;

4.1.4. media resources (educational and popular science programs, films and interviews on radio and television).

5. For the effective implementation of the program, as well as prompt response in cases of difficulties in using the resources and materials recommended by the educational organization, the educational organization provides:

– holding thematic events for students;

– regular consulting on technical and organizational issues of the program implementation;

– informing students and parents (legal representatives) about the current schedule of remote activities, holding competitive and educational events.

6. For the implementation of programs, educational organizations:

– form a plan-grid of events held remotely in one or more areas of the program (spiritual and moral development and education of students, socialization and professional orientation, the formation of an ecological culture, a culture of a healthy and safe lifestyle).

– post on the official websites of educational organizations and bring to the attention of parents (legal representatives) the schedule of planned activities and educational activities of students;

– ensure regular publication of announcements and news about opportunities to participate in events within the framework of the program, including those held with the participation of partner organizations, institutions in the field of sports and culture;

– inform parents (legal representatives) of students about the voluntariness of participation in planned activities, competitive and educational events.

7. As part of the shift events, educational organizations can organize remotely:

– design and research work of students;

– viewing with subsequent discussion of recordings of films, performances, concerts;

– visiting virtual expositions of museums, exhibitions, lecture halls;

– recreational and sports activities, including physical warm-ups and gymnastics, classes with coaches and athletes;

– classes and master classes for teachers of additional education;

– creative studios and competitions with remote presentation of the work performed by students;

– classes in sports sections in the format of videoconferencing or with remote transmission of video recordings of exercises;

– sports competitions in sports that do not require full-time presence (chess, checkers, e-sports disciplines).

8. As part of the program, educational organizations conduct remotely:

– promotions, competitions, online lectures and dedicated to memorable dates in the history of Russia, timed to coincide with public holidays;

– social actions, flash mobs and other events dedicated to the celebration of significant dates and public holidays, other events aimed at increasing the social success of students;

– measures for the formation of communicative competencies of students, skills of safe behavior in the social and information environment.

9. Educational organizations post on their official websites and regularly update information about planned activities within the framework of extracurricular activities, education and socialization programs in the context of the use of distance learning technologies.
