JOB REGULATIONS

head of the currency control department

I. General provisions

1. This job regulation is a document that defines the professional performance of the head of the currency control department (hereinafter referred to as the department) of the Kurgan customs, and is an integral part of the administrative regulations of the customs (hereinafter referred to as customs).

2. The head of the department is an official of the customs authority. The position of the head of a department, in accordance with Decree of the President of the Russian Federation of December 31, 2005 No. 1574 “On the register of positions of federal state civil servants”, refers to the leading group of civil service positions and to the category “heads”, according to which, based on the results of the qualification exam, a class rank is assigned – adviser State civil service of the Russian Federation 1, 2 or 3 class.

3. The head of the department reports directly to the deputy head of customs.

4. The head of the department is appointed to the post and dismissed from the post to be replaced by the order of the head of customs.

5. Directly subordinate to the head of the department are the officials of the department: two chief state customs inspectors, a senior state customs inspector, and a state customs inspector.

6. In case of temporary absence of the head of the department (business trip, illness, vacation, etc.), he is temporarily replaced by a state civil servant in accordance with the order of the customs.

7. In his activities, the head of the department is guided by the Constitution of the Russian Federation, federal constitutional laws, the customs legislation of the Customs Union, the legislation of the Russian Federation on customs affairs, Federal Law No. 79-FZ of July 27, 2004 “On the State Civil Service of the Russian Federation”, 05/27/2003 No. 58-FZ “On the system of public service of the Russian Federation”, the Labor Code of the Russian Federation, other federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts of the Bank of Russia, other regulatory legal acts in the field of customs, regulatory and other legal acts of the Federal Customs Service of Russia, General Regulations on Customs, Regulations on the Department of Trade Restrictions, Currency and Export Control, legal acts of the Ural Customs Administration I (hereinafter referred to as the Department), customs, the Regulations on the department, as well as these official regulations.

8. It is not allowed to impose duties on the head of a department that are not provided for by the General Regulations on Customs, Regulations on the Department.

II. Qualifications for the Head of Department

9. To the level of professional education: higher professional education.

10. To the length of service in the civil service (public service of other types) or length of service (experience) in the specialty: at least two years of experience in the civil service (public service of other types) or at least four years of experience in the specialty.

11. To the level of professional knowledge and skills necessary for the performance of official duties:

Must know the Constitution of the Russian Federation, federal laws, customs legislation of the Customs Union, legislation of the Russian Federation on customs affairs, regulatory legal acts: of the President of the Russian Federation, the Government of the Russian Federation, the Federal Customs Service of Russia, legal acts of the Ural Customs Administration and Kurgan Customs in relation to the performance of their duties , rights and responsibilities; basics of labor organization and personnel management; business etiquette rules; rules of office order and service discipline; procedure for working with official information.

Must be able to work with people; have developed communication skills; master the skills of business writing; be able to effectively and consistently organize work in cooperation with other customs departments, other state bodies, municipalities, organizations, citizens; be able to organize work on a planned basis; own computer and other office equipment, as well as the necessary software.
