This accounting is intended for collecting, systematizing, storing, processing and issuing information about wanted vehicles with a number marking of the enterprise – manufacturer and vehicles whose ownership has not been established. The formation and maintenance of this record is carried out using the AIPS “.Autopoisk” in a unified system of centralized records of the federal and regional levels in the interests of law enforcement agencies of the Russian Federation and the CIS member states.
The database of AIPS “Autopoisk” concentrates information about wanted vehicles.
As part of the Autopoisk AIPS, the GIC interacts with the operational accounting of the .Rozysk AIPS of the Main Directorate of the Traffic Police of the Ministry of Internal Affairs of Russia, created in the interests of the traffic police (GAI). In the AIPS “Rozysk”, in addition to all the information about the wanted vehicles contained in the AIPS “Avtopoisk”, information is also concentrated on the operational record of the traffic police units in the manner regulated by special regulatory legal acts.
At the federal level, wanted cars and trucks, buses, trailers for trucks, tractors and self-propelled vehicles for road and construction work, both domestic and foreign, are subject to registration in AIPS Avtopoisk at the federal level, and also trailers for cars at the regional level and tractors, motorcycles, scooters and motorized carriages. The basis for centralized registration of operational information (i.e., those that arrived before the decision to initiate a criminal case) is a statement or message about theft, illegal possession of a vehicle without the purpose of theft (hijacking), as well as involvement in the commission of a crime .
On the basis of reports from the duty units of the city district departments of internal affairs, operational reports from the duty units of the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Information Center ensures that operational information is entered into regional and federal records. The basis for centralized registration of basic information (i.e., information that is available in the materials on the fact of initiating a criminal case) is the report of the investigator, the body of inquiry about the search for the vehicle. When a criminal case is initiated on the fact of theft, theft of a vehicle or other grounds, when it is wanted in connection with the commission of a crime, an identification card is drawn up for theft (hijacking) of the vehicle, which is sent to the regional IC within 24 hours. A duplicate of the card is kept in the criminal file. The basis for centralized registration of a vehicle stolen abroad is the report of the NCB of Interpol in Russia. Identification cards for theft (hijacking) of vehicles processed and recorded in the regional IC are daily sent to the SIC for registration in the Autopoisk AIPS.
Information about the search for vehicles of the police department (police) of the countries of the so-called neighboring countries is received by the State Information Center of the Ministry of Internal Affairs of Russia through the information centers of the Ministry of Internal Affairs of the CIS member states in accordance with the Agreement on Relations between the Ministries of Internal Affairs in the field of information exchange.
Centralized registration of vehicles wanted by the prosecutor’s office, the Federal Security Service, the State Customs Committee and the courts of the Russian Federation is carried out at the place of initiation of the relevant criminal cases.
The basis for deregistration of operational information about the search for a vehicle is its detention or identification. To remove operational information from the register, the initiator of the search, i.e. the person conducting the investigation or authorizing the material draws up an identification card for the theft (hijacking) of the vehicle and sends it to the regional information center within 24 hours, which removes the specified information from the register in the event of the identification or detention of the vehicle or the absence of basic information for 90 days on his search for registration. The grounds for deregistration of basic information about the search for a vehicle are: its establishment or detention; termination of a criminal case initiated on the fact of theft, theft, other grounds, when the vehicle is wanted in connection with involvement in the commission of a crime, but not earlier than 10 years from the date of registration; court decision in accordance with Russian law; message from the NCB of Interpol to terminate the search. In case of detention or discovery of the wanted vehicle, information about this within 24 hours must be brought by the internal affairs body to the initiator of the search. Regional Information Centers daily send information about deregistered vehicles to the State Information Center of the Ministry of Internal Affairs of Russia.
The GIC, in turn, replicates the centralized database of the AIPS “Avtopoisk” in the Information Center and ensures its daily updating through the data transmission networks of the Ministry of Internal Affairs of Russia. Regional information centers ensure constant monitoring of all changes in the local database for its compliance with changes in the federal database of the AIPS Avtopoisk and, if necessary, send corrective information to the State Information Center of the Ministry of Internal Affairs of Russia in the prescribed manner. The exchange of information on the search for vehicles between the IC and the regional centers of the AIPS “Search” of the traffic police units (GAI) is carried out daily. Periodically, they carry out a joint reconciliation of the databases and make the necessary adjustments to them.
Similarly, the exchange of information about wanted vehicles at the federal level is organized. At the same time, the SIC daily sends to the AIPS “Rozysk” information on updating the federal database of wanted vehicles, and the Main Directorate of the Traffic Police sends to the SIC on a monthly basis the operational accounting information of the AIPS “Rozysk” that does not match the details or type of accounting with the database of the AIPS “Autopoisk” , to verify the specified information and organize the reconciliation of databases of regional and federal records. The SIC, in accordance with the established procedure, also sends information about the wanted vehicles to the NCB of Interpol in order to put them on the international wanted list.
Within the framework of the Autopoisk AIPS, requests from the Department of Internal Affairs, other law enforcement agencies of the Russian Federation and the CIS member states, as well as requests from foreign countries through Interpol are executed.
Appropriate maintenance of traffic police units (GAI) is carried out within the framework of the AIPS “Rozysk”.
The execution of requests from the police department (police) of the CIS member states is carried out on the basis of the mentioned Agreement on the relationship of the ministries of internal affairs in the field of information exchange (1992).
It is important for employees of the operational units of law enforcement agencies to learn that the information centers of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, the Internal Affairs Directorate, which have at their disposal a centralized database of the SIC AIPS “Autopoisk” and ensure its daily updating, check vehicles on the ground without sending requests to the SIC of the Ministry of Internal Affairs of Russia.
